Roofing safety checklist for low-slope and steep roofs: sources and guidance

A pre-work fall protection check for roofing crews on US construction sites. Workers on low-slope roofs and steep roofs with unprotected sides and edges 6 feet (1.8 m) or more above a lower level are protected by the systems the construction standard lists for each roof type [13] [17].

How often: Before work starts on each roof and again whenever the roof, crew or fall protection changes. The standard calls for frequent and regular inspections of job sites by competent persons but sets no fixed interval for roof checks; your organization sets it.[1]

Purpose

Use this roofing safety checklist before a crew starts work on a roof. It walks through the fall protection the federal construction standard sets for roofing: the roof type, the edge protection chosen, warning lines, safety monitors, holes and skylights, stored materials and training. Each employee doing roofing work on a low-slope roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels must be protected from falling [13], and the same 6-foot trigger applies on steep roofs [17]. The completed form records who checked which roof, when, and whether work went ahead.

Who should use it

The competent person your company designates to inspect the job site, usually the roofing foreman or site supervisor. A competent person is someone who can identify existing and predictable hazards and has authority to take prompt corrective measures [2] [3]. General contractors can use completed forms to review subcontractor roof work.

How often

Check before work starts on each roof, and again when the roof area, the crew or the fall protection changes. The construction standard asks for frequent and regular inspections of job sites, materials and equipment by competent persons [1]; it does not set a fixed interval for roof checks, so your organization sets one.

How to use this checklist

  1. Record the roof and decide its slope. A low-slope roof has a slope of 4 in 12 or less [6]; a steep roof has a slope greater than 4 in 12 [10].
  2. Confirm the roof deck can carry the crew and materials. Workers may be on a surface only when it has the strength and structural integrity to support them [12].
  3. Tick the fall protection used, then complete only the sections for those systems. Mark the other sections N/A.
  4. Walk every edge, hole and skylight. Measure guardrail and warning line heights rather than estimating.
  5. If a check fails, stop work in the affected area, fix it, and record what was done.

Three checks are marked critical: the deck strength check, the check that fall protection is in place before work starts near an edge, and the skylight and roof hole check. The standard allows work only on surfaces that can support employees [12], fall protection must be provided before the employee begins the work [24], and employees are protected from falling through holes, including skylights [21]. On a steep roof, choosing a warning line or a safety monitor as the fall protection records a failure, because steep roofs need guardrails with toeboards, safety nets or personal fall arrest [18].

What the rules say

  • Low-slope roofs: protection by guardrail, safety net or personal fall arrest systems, or a warning line combined with a guardrail, net, personal fall arrest system or safety monitor [16] [14]. On roofs 50 feet (15.25 m) or less in width, a safety monitor alone is permitted [15].
  • Steep roofs: guardrail systems with toeboards, safety net systems or personal fall arrest systems [18].
  • Guardrails: top rails 42 inches (1.1 m) plus or minus 3 inches above the walking/working level [25]; midrails halfway up [30]; no steel or plastic banding as rails [31].
  • Warning lines: at least 6 feet (1.8 m) from the edge when no mechanical equipment is used [41], flagged every 6 feet or less [45], and between 34 and 39 inches high [46].
  • Safety monitors: a designated competent person [50] on the same surface and within sight [51], close enough to warn by voice [52], and with no other duties that take attention away [53].
  • Materials: not stored within 6 feet (1.8 m) of a roof edge unless guardrails are erected there [58].
  • Holes and skylights: protected by personal fall arrest systems, covers or guardrails [21]; covers secured [56] and marked "HOLE" or "COVER" or color coded [57].

What this checklist does not cover

  • Work from scaffolds, ladders and cranes, and steel erection, which have their own fall protection rules in other subparts of 29 CFR Part 1926.
  • Detailed checks of harnesses, lanyards and connectors; use the separate harness and lanyard inspection checklist.
  • Written fall protection plans for leading edge, precast concrete or residential construction work.
  • Installing, drop-testing and weekly inspection of safety nets, and controlled access zones.
  • Heat stress, weather limits, roofing chemicals and torch-applied roofing (hot work).
  • Rules of State Plan states that differ from federal OSHA.

Questions

When is fall protection required for roofing work?

When a roofer works on a low-slope roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels [13], or on a steep roof with unprotected sides and edges at that height [17]. Roofing work includes hoisting, storing, applying and removing roofing materials and equipment [8].

Can a safety monitor be used instead of guardrails or harnesses?

Only on low-slope roofs. A warning line plus a safety monitoring system is one of the listed options [14], and a safety monitor alone is permitted on low-slope roofs 50 feet (15.25 m) or less in width [15]. Steep roofs need guardrails with toeboards, safety nets or personal fall arrest [18]. Mechanical equipment may not be used or stored where a safety monitor is protecting roofers [54].

How far from the roof edge does a warning line go?

At least 6 feet (1.8 m) from the edge when mechanical equipment is not being used [41]. When mechanical equipment is used, it stays 6 feet from edges parallel to the equipment's travel and at least 10 feet (3.1 m) from edges perpendicular to it [42].

Does fall protection apply when someone inspects or measures a roof before work starts?

The fall protection subpart does not apply when employees are inspecting, investigating or assessing workplace conditions before construction work actually starts or after it is complete [4]. Once roofing work begins, it applies.

What training do roofers need for fall protection?

Each employee who might be exposed to fall hazards is trained [60] by a competent person [61], including the role of each employee in a safety monitoring system [62] and the limits on mechanical equipment on low-sloped roofs [63]. The employer keeps a written record with the employee's name, training dates and a signature [64], and retrains when changes in the workplace [65] or in the fall protection systems or equipment [66] make earlier training obsolete, or when a worker shows they have not kept the needed understanding or skill [67].
